Sunday, January 13, 2008 Authorities still have not determined why a loaded oil barge struck the Richmond-San Rafael Bridge earlier in the week, a Coast Guard spokesman said Saturday. click READ MORE to read more Investigators already ruled out mechanical failure and are awaiting drug test results administered to the crews of the two tugboats towing and escorting the barge Thursday evening. The tugboat crews tested negative for alcohol, Petty Officer Jonathan Cilley, a Coast Guard spokesman, said Saturday. Maritime sources told The Chronicle on Friday that human error was probably to blame for the accident about 6 p.m. Thursday, shortly after the barge set sail from a Contra Costa County refinery for Portland, Ore.
