Part One covers the requirements for individual certificates of competency; Part Two covers the crew requirements for vessels; and Part Three covers the working conditions for the crew, and incorporates the provisions of the Marine Labor Convention of 2006. This Convention calls for new recruitment and placement services for maritime personnel, as well as onboard complaint procedures.

The new regulations , known as the Canada Shipping Act 2001 take effect July 1, 2007, and replace the Canada Shipping Act and its Marine Certification Regulations and Crewing Regulations as the primary maritime legislation in Canada.
